Overview

SUMMARY

Project Engineer – Serve as Project Engineer on assigned contracts administered by the US Army Corps of Engineers Resident Office at Ellsworth AFB, Rapid City, SD. Perform routine project tasks independently; elevate complex issues to a supervisor. Participates in all phases of the construction Quality Assurance oversight, including contract management and contract modification process. Must have at least five (5) years of relevant experience meeting the position description below and a bachelor’s degree in engineering or architecture.  Consult with customer representatives and project managers to keep them advised of progress and resolution of any outstanding problems or potential delays. Arrange and conduct pre-work meetings. Attend and participate in coordination meetings, preparatory phase meetings, and safety meetings.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Working under the Resident Engineer, independently perform multiple duties associated with the administration of large military construction projects and work closely with supervisors on complex issues affecting projects. 
  • Regularly schedule, attend and participate in coordination meetings with Project Managers, customers, and contractors to address and resolve outstanding problems, safety concerns, or potential delays which could negatively impact the project. 
  • Review Government contract plans and specifications to comprehend construction requirements and design criteria.
  • Review contractor-submitted plans and technical submittals including progress schedules, environmental, safety, and quality control plans, certifications, and shop drawings for contract compliance.
  • Develop Quality Assurance Plans for all assigned projects and ensure plans are implemented.
  • Travel to job sites to conduct a variety of construction-related inspections / tasks.  Oversee and support Quality Assurance Representatives (QARs) on assigned projects.   
  • Review contractor’s monthly payment invoice for accuracy and approve payments to the contractor.
  • Approve and monitor contract schedules to ensure Contractor meets contract milestones and completion dates and update the status of the project in USACE’s automated Resident Management System (RMS) software.   
  • Prepare correspondence and answer Contractor or Owner inquiries including Contractor’s Request for Information (RFI’s).
  • Assist with all phases of contract administration including preparation of Government Estimates, RFPs, and negotiating contract modifications.
  • Review safety procedures and processes with team members onsite  and enforce contract safety requirements including USACE Safety Manual EM385-1-1.

Required (Minimum) Qualifications

  • At least five (5) years of relevant project engineering experience overseeing large construction projects

Knowledge, Skills, Abilities, and Other Characteristics

  • Familiarity with the Microsoft Suite
  • Familiarity with commercial construction management and scheduling software or USACE Resident Management System (RMS)
  • Valid Driver’s License

Preferred

  • Completion of USACE’s Construction Quality Management Course.
  • Experience using USACE Safety Manual EM385 1-1

Vision and hearing must be such that site safety concerns or warnings are readily perceived.  Additionally, the ability to read contract plans and specification is required for this position.  

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

The employee will work in a temperature-controlled office environment, as well as on construction job sites. Job sites may be outdoors, or indoors. During visits to construction job sites, the individual may be exposed to: extreme cold or hot weather conditions, hazardous noise, fall hazards, heights in excess of 10 feet, confined spaces, excavations, live traffic, fumes, or airborne particles, toxic or caustic chemicals, hazardous materials, unexploded ordinance, and dimly lit areas.

SUPERVISORY RESPONSIBILITIES

Direct Supervisory responsibilities are not required for this position, but the position requires the ability to lead and oversee the work of Quality Assurance Representatives, and to influence the outcome of decisions within the project delivery team and with Contractors and owners.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
