SUMMARY

Bering Straits Professional Services, LLC (BSPS), a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Supply Analyst Sr. for the Defense Health Agency (DHA), National Capitol Region (NCR). This position will support one of the largest DHA networks and other health professionals in optimizing the health and wellness of populations.  Through appropriate, effective, and efficient healthcare practices and service delivery this position will provide program management support through the analysis of DHN-NCR Network priorities and programs.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

 

    • Synchronize requirements planning for MTFs within the DHN NCR. Provide oversight of Prime Vendor Program for MTFs within the NCR. Assess strategic sourcing targets, Medical Materiel Catalogue, electronic catalogue, and other recommended ecommerce solution for materiel sourcing.
    • Monitor GPC spend and compliance with Enterprise goals for reduction. Monitor procedure to acquire, receive, warehouse, issue, distribute, and dispose of supplies and materiel for MTFs.
    • Monitor and ensure strategic sourcing and standardization initiatives are implemented and complied with by NCR MTFs and other ecommerce solutions. Implement an effective compliance plan for standardization and waiver/exception program to support MTFs. Assess MTF compliance with standardization goals/objectives.
    • Implement and evaluate reporting requirements for MTFs with continuous monitoring and training in bi-weekly Supply Chain Meetings. Ensure MTF compliance with statutory and regulatory standards (FDA/ DEA). Implement demand driven stock inventories at MTFs.
    • Ensure business processes are in place for environmental protection of stocks in storage/in- transit to prevent deterioration and maintain clinical efficacy. Coordinate with MTFs to ensure appropriate receipt and closure in DMLSSs all financial transaction. Ensures compliance with DHA MEDLOG Assessment Checklist.
    • Manage/oversee program directives for (DMLSS/LogiCole) governance and administrative management. Establish system access controls for MTFs within the NCR. Establish and monitor MTF performance metrics with Enterprise objectives for materiel standardization, acquisition and strategic sourcing, data quality, and joint readiness.
    • Provide technical oversight and ensure compliance with functional DMLSS module usage to support MTFs. Oversee MTF system FISCAM compliance.
    • Communicate and provide guidance for system changes and data updates to MTFs as directed by DHA HQ.
    • Manage/oversee logistics systems training requirements for MTF staff. Coordinate system application problems with MHS Help desk. Serve as Representative for system architecture and applications, business analysis, and audit compliance, etc.
    • Ensures all documentation is available for command audits, command reviews and inspections.
    • Conduct analytical studies for supplies across the DHN-NCR. Identify and assess gaps in current supply chain and implement process improvement to support MTFs. Analyze results and evaluate performance of MTFs relative to measures and benchmarks. Leverage data to support MTFs in improving supply chain efficiency and quality of patient care. Support MTFs to identify and implement opportunities to realize savings and reduce waste and unwarranted variations. Optimize use of ecommerce and medical materiel catalogue for MTFs. Identify requirements for standardization and savings across MTFs within the NCR. Analyze data to right size supplies and equipment for patient care, and MEDCOI/MHS Genesis ongoing wave implementation for MTFs.
    • Develops, writes, and updates SOPs as required.
    • Compiles periodic and monthly status reports on department budget, contracts, supplies and equipment information, and required staff training.
    • Assist with appropriate training manuals to assure continuity of operations across technical support teams (Note: this is limited to on-site training that can be provided by incumbent Government or Contractor staff and does not include specialized training courses provided by manufacturers, software developers, and component providers)
    • Prepare and maintain a logistics database all required DHA MED Log information logistics and management reports.
    • Facilitate meetings, prepare briefings, and ensure all logistics task and requirement are met.

Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)

  • Medical Treatment Facility experience 
  • Knowledge of Healthcare Medical Supply Chain
  • BS in Supply Chain Management or Logistics Business Management
  • 10 years’ experience in working with quality tools or medical logistics applications.
  • 10 years’ experience in working with, medical equipment management, clinical logistics

integrator, medical logistics analyst, compliance office quality officer.

  • Must be able to read, write, speak, and understand English.
  • Must be computer literate and possess the ability to learn new simulations software easily.
  • Be a U.S Citizen.

 

Knowledge, Skills, Abilities, and Other Characteristics

  • Work requires knowledge of DoD MTFs policies and procedures to assist with coordinating simulation training and purchasing supplies requests.
  • Knowledge of medical terminology, simulation technology and ability or aptitude to learn simulation tracking software and applications to participant and understand training and generate useful recommendations concerning simulation training.
  • Must possess the ability to multi-task and work in an environment with constant interruptions and reorganization.
  • Knowledge of medical supply chain management
  • Mastery of, and skill in applying, expertise in advanced engineering theories, principles, concepts, standards, and methods sufficient to apply experimental theories and/or new applications or developments to extend or modify theories, concepts, and assumptions; resolve unique or novel problems, conditions, or issues; or significantly alter standard

 

practices, equipment, devices, processes, and known techniques.

  • High level writing, facilitation, problem solving, analytic, and briefing preparation communications/briefing skills, and minute taking skills, and other duties as assigned.
  • System applications knowledge of all medical logistics operating systems, applications, and tools.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

ADDITIONAL QUALIFYING FACTORS
